In 1774, louis XVI of the bourbon family of king ascended the throne of France. He was 20 year old and married American princess Marie Antoinette. Upon this accession of Lewis, found an empty treasury. Long year of war. Had drained the financial resources of France. Under Lewis XVI, french helped to thirteen American colonies to gain their independence to common enemy, Britain. The war added more than 2 billion of livers( France currency). To a debt that had already risen to more than 2 billion livers. Lenders who gave state rent that increase 10 per cent on loans. So French government was obliged on public of France, when introduced budget on interest payment. To meet regular expenses, like army, the court, government offices or universitises, the state was increase taxes. But yet, this not sufficient. So, in late 18th century state divided the public in three state and only 3rd state pay taxes.

The society, of state was a part of feudal system that dated back in middle age. The term old regime is used to describe the society and institutes of France before 1789.

1.1:- shows how the estates in franch society was organised:-
Peasant made up to 90 per cent which pay taxes of whole population of France. However, only small number of peasent allowy to buy land and cultivated. About 60 per cent land buy by nobility. The church and other richer member of the third estate. The members of first two estate are nobility and clergy. Enjoy there certain privilege by birth. The nobles and clergy due taxex had payed by peasant. These taxes are payed to state and they pay 2nd round of taxes on tabocco and salt. Some 3rd estate person are go noble and clergy houses for work or take land on rent to cultivate. The church too extracted its share of taxex called tithes.
