In the past, the peasants and workers are revolts against increase taxes and food scarcity. They wants to lacked the means and programmes to carry out that would bring about a change in the social and economic order. This was left to whose group of 3rd  estate andnot have prosperous to access to education and new ideas.

The eighteenth century witnessed the emergence of social groups, termed the middle class, who earned wealth through an expanding overseas trades and from the manufacturer good such as woollen and silk textile that were exported or bought by the richer member of society. All of these were educated and believe in equal laws in society no group in society should be privileged by birth. Rather, a person's social position depend on his merit. In his " two treatises of government", Locke sought to refute the doctrine of the divine and absolute right of the monarch. Rousseau carried the idea forward, proposing a form of government based on a social contract between people and their representatives. In "the spirit of the laws", montesquieu proposed a division of power within the government between the legislative, the executive and the judiciary. The model of government was put into force in the USA, after independent of thirteen colonies of USA. The American Constitution and it's guarantee of individual right and freedom for these colonies.

The ideas of these philosophers were dissuced in coffee-houses and salons and spread through written in books. These were frequently read these books aloud in group for the benefit of those who could not read or write. The news that Louis XVI planned to impose further taxes to be able to meet the expenses of the state generated anger and protest against the system of privileges.
